Project Overview:

The USAID funded Building Healthy Families (BHF) Activity aims to expand access to and utilization of essential health care in Pakistan, including quality family planning (FP) and maternal, newborn, and child health (MNCH) services, to improve health outcomes for some of its most vulnerable populations. BHFA operates in Pakistan’s Sindh and Khyber Pakhtunkhwa provinces, addressing environmental and health barriers to the uptake of integrated FP/MNCH services. BHFA takes a health system-strengthening approach to improving FP/MNCH services—prioritizing the strengthening of leadership, governance, frontline human resources, and policies to gender-equitable family health. BHFA supports and will contribute to the achievement of the Government of Pakistan’s goals of universal access to reproductive health services; reaching 55% contraceptive prevalence, increasing rates of skilled delivery attendance; and expanding coverage of essential childhood immunizations.

Job Purpose:

Pathfinder is seeking a MEL Manager to support the five-year USAID-funded Building Healthy Families (BHF) Activity. BHF aims to expand access to and use of essential healthcare, including quality FP/MNCH services. The incumbent shall contribute to Pathfinder’s organizational strategy and framework for metrics and evaluation, as well as related policies, guidelines, and standard procedures. He/She shall contribute to linkages and optimize processes between performance monitoring, data quality and compliance, evaluation, research, information systems, knowledge management knowledge exchange, learning, and documentation. Works closely with Provincial teams, especially Provincial MEL Officers on performance monitoring, assessments, evaluations, implementation science; and data analytics, and data use activities conducted at BHFA. Collaboration with BHFA technical teams to implement BHFA data collection and evaluation strategies, work plans, and communication plans focused on lessons learned. Develops tools for data collection and tools for communicating results and impact.

Key Job Outcomes:

MEL Framework, Tools, Planning, and Implementation

  • Support in the development and implementation of BHF MEL plan, strategy and related policies, guidelines and standard procedures for monitoring, evaluation and learning.
  • Facilitate Sr. MEL Advisor to develop effective MEL plans, design and implement MEL systems, provide quality assurance for MEL activities, and actively participate in team meetings at all levels where appropriate for managing organizational processes.
  • Works with team to develop MEL plans, including appropriate selection of final BHF indicators and data sources, and teamwork plans to ensure effective implementation.

Data Collection Methodology

  • Directs and coaches team members to implement quality project-specific collection of data, analytics and visualization for performance monitoring, evaluation purposes, and technical visibility, including developing study protocols.
  • Conceptualizes, develops and implements an appropriate system for collecting monitoring and evaluation data to enable the project to report to stakeholders and donor and use data to assess achievement of goals and objectives.

Database Management, and Analysis

Supports the compilation, analysis and reporting of BHF-wide programmatic data quarterly and annually for use by senior management and in programmatic reports.

Technical Assistance to BHF

  • Provides technical assistance and training in monitoring, evaluation and learning to BHF provincial staff.
  • Works with technical staff to disseminate information and data on BHF.

Documentation and Reports

  • Create project performance reports, and write, prepare and deliver conference presentations and publications.
  • Develop abstracts and peer-reviewed manuscripts for publication.
  • Generate reports for Programs and Impact global impact.

Minimum Required Education and Work Experience:

  • Master’s degree (or equivalent) in statistics, population science, demography, social sciences or a related field, or a combination of education and experience that yields the required competencies.
  • 8+ years of progressively responsible experience in MEL, public health/development, and development sector.

Preferred Education and Work Experience:

  • Experience working with USAID funded projects and familiarity with the reporting procedures and systems.
  • 5+ years related experience in the development health sector, including the association with NGO/INGO and the public sector.
  • Experience in implementing projects related to FP/MNCH and Sexual and reproductive health and rights in the field.

  • Program and Project Planning and Management:Deep skills in program and project management and planning to fulfill performance objectives, including the timely implementation and reporting of donor-funded program activities.
  • SRHR MEL:Proven ability to plan, conduct, evaluate and deliver MEL findings and recommendations in reproductive health. Mastery of knowledge and ability to apply quantitative and qualitative data collection methods.
  • Research Methods:Mastery of knowledge and ability to apply quantitative and qualitative research methods.
  • Data Collection Methods:Mastery of knowledge in data integrity and collection methods.
  • PC Applications:Proven ability to apply statistical software applications.
  • Leadership and Management:Proven ability to lead, manage, supervise, and develop others within a matrix culture.
  • Presentation Skills:Proven ability to make presentations on results to small and large groups.
  • Communication and Influencing Skills:Proven ability to influence others, including donor agencies and local partners, through diplomacy and proven oral and written communication skills.
  • Community Relations:Mastery of skills in facilitating working relationships with key constituents

Minimally Required Organizational Competencies:

  • Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.
  • Languages: Proven writing and speaking skills using local languages and English language
